Sept. 2015-Present: pursuant to contract with the Texas Education Agency I mediate special education disputes between students/parents and school districts.

May 1998-February 2015: Administrative Law Judge and mediator, State Office of Administrative Hearings (SOAH), Austin, Texas. Beginning in January 2002, I also served as SOAH's ADR Team Leader. I presided over 2,000 contested case hearings and conducted more than 300 mediations.

September 2013-February 2015, I served as a Special Education Hearing Officer, pursuant to contract between SOAH and the Texas Education Agency (TEA). I am currently on TEA's roster of independent mediators for special education disputes.

June 1997-May 1998, July 1996-August 1996: Staff Attorney, Litigation Section, Office of General Counsel, Texas Department of Health, Austin, Texas.

October 1994-June 1996: Americans with Disabilities Act Coordinator, Office of Civil Rights, Texas Department of Health, Austin, Texas.

September 1982-July 1993: Associate, then partner, Landels, Ripley and Diamond, San Francisco, California. I specialized in civil litigation and employment law. I became a partner in the 60-attorney firm in January 1987.
